How to File a Complaint

Citizen complaints may be filed by calling the Humane Division at 817-427-6570.
Complaints are addressed on a priority basis. After business hours and on
weekends Humane Officers only respond to emergencies. After the Center closes
for business and on the weekends, citizens may leave a message with the AARC at
817-427-6570, and the call will be returned the next business day. In
emergency, citizens may call the Police Department at 911 or 817-281-1000. If
the situation is determined to be an emergency, a Humane Officer will respond.
Emergencies include loose livestock, animal bites where the animal is not
confined, wild animals within a residence, and injured animals.
Common Complaints
Barking/Excessive Noise: Citizens may contact the Humane
Division to report barking dogs. Animals may not be allowed to disturb people
by loud, continued or frequent barking, howling or yelping anytime day or
night. Barking complaints will be addressed during business hours only. After
receiving a complaint on a specific address, a Humane Officer will go out and
address the complaint. If multiple complaints are received, the citizen may be
asked to serve as a witness and file a complaint with the City of North
Richland Hills Municipal Court.
Elimination on Private Property (Pooper Scooper Law): Pet
owners shall not allow their animals to eliminate on public property or
property of another.
Leash Law: Pet owners shall not allow an animal to run at
large. Any officer or citizen of the city is authorized to take up and deliver
stray animals to the Animal Adoption & Rescue Center.
City Licensing: All cats and dogs within the City of North
Richland Hills are required to have current City Licenses. Pet owners must show
proof of current rabies vaccination in order to obtain a City License.
