John Pitstick, Director of Planning & Development
John Pitstick has 30 years of experience in municipal government. He is a graduate of the University of Texas at Arlington with a Bachelor's Degree in Communications and a Master's Degree in Urban Affairs. Mr. Pitstick is responsible for directing planning and development activities including building inspections, planning and zoning activities. He is also responsible for comprehensive planning and strategic development and redevelopment including revitalization of Boulevard 26, expansion of Loop 820, future commuter rail station planning and gas well regulations. He was appointed Director of Development in May 2000. Mr. Pitstick's prior municipal experience includes key positions with the cities of Hurst, Wylie, Arlington, Lancaster and Irving.

Dave Pendley, Building Official
Dave Pendley has been North Richland Hills' Chief Building Official since 2002 and heads the Inspection and Permits Division of the Department. Mr. Pendley graduated from the University of Nebraska School of Engineering and Technology in Lincoln, Nebraska, with a Bachelor of Science degree in Construction Management. Mr. Pendley has 17 years of municipal government experience and has served as the Building Official for Beatrice, Nebraska, and Norman, Oklahoma and as the Chief Plans Examiner for the City of Fort Worth, Texas. Mr. Pendley is a Certified Building Official, an AICP Certified Planner, Certified Code Official, Certified Plans Examiner, Certified Building Inspector, a Texas Certified Plumbing Inspector, a Certified Mechanical Inspector, Commercial Energy Plans Examiner and a Texas Engineer in Training (EIT).

Eric Wilhite, Chief Planner
Eric Wilhite has been North Richland Hills' Chief Planner since 2006 and is in charge of all development review throughout the community. Mr. Wilhite chairs the Development Review Committee responsible for reviewing all zoning and subdivision activity prior to review and approval by the Planning & Zoning Commission and City Council. Mr. Wilhite holds a Bachelor of Landscape Architecture degree and a minor in Community Planning from Kansas State University. Mr. Wilhite is an AICP Certified Planner and has 15 years professional experience in both the private and public sectors.
