The City Secretary's Office is responsible for the preservation of city records, including but not limited to: minutes, ordinances, resolutions, agendas and other legal city documents. The preservation of these records is in compliance with the Texas State Library and Archives Commission Records Retention Schedule. In addition to keeping city records the City Secretary's office prepares the bi-monthly City Council agenda and keeps record of and takes minutes of the council meetings. The City Secretary conducts municipal elections which are held in accordance with local and State law. The department issues city alcoholic beverage permits, door-to-door solicitor permits, coin operated amusement machine permits and second hand dealer/pawn shop permits and also coordinates the appointments to the various City Boards and Commissions. Additionally, the City Secretary's Office is responsible for the issuance of the certified death records for the City of North Richland Hills and issues certified birth records for those born in the State of Texas from 1926 to present.
