Alcoholic Beverage Permits


On August 9, 1977 the citizens of North Richland Hills approved alcohol sales for beer off-premise consumption and on-premise mixed beverage sales. Most recently, the citizens of North Richland Hills approved the sale of wine for off-premise consumption on May 15, 2004.

Wine and Beer Retailer's Off-Premise Consumption Permit - This permit allows for the sale of beer and wine for off-premise consumption at qualified business locations.

Mixed Beverage Permit - This permit allows for on-premise consumption of mixed beverages and/or beer and wine at qualified business locations.

The Texas Alcoholic Beverage Commission (TABC) oversees the licensing/permitting process for the sale of alcoholic beverages. Information is available on the TABC website to assist with the process for obtaining the necessary state permits. The City Secretary certifies on the TABC application that the location for which a license/permit is sought is located within the city limits, is within a “wet” area for such license/permit, and is not prohibited by charter or ordinance for the type of license/permit sought. It is the responsibility of the applicant to complete and submit to the City Secretary’s office a city certification application with the TABC application. The City collects a fee equivalent to one-half of the state fee as determined by the Texas Alcoholic Beverage Code for each applicable permit or license issued by the state for those establishments selling alcoholic beverages within North Richland Hills. City fees are due annually.

In order to sell alcoholic beverages in the City, the business establishment must be located in the proper zoning district. Please refer to Chapter 118, Article V, Division 3 of the North Richland Hills Code of Ordinances. A Special Use Permit (SUP) issued by the Planning Department is required for those establishments deriving 75% or more of gross revenue from the sale of alcoholic beverages for on-premise consumption. A Special Use Permit is only allowed in "C-2" Commercial, "HC" Heavy Commercial and "OC" Outdoor Commercial Zoning Districts.

If a Special Use Permit is required the request will be heard by the Planning and Zoning Commission and City Council. The City may obtain sales tax information annually to determine whether establishments require special use permit. (See Online Code of Ordinances, Chapter 6).
