Solicitors Permit

A permit is required for those seeking to solicit door-to-door (knocking or ringing doorbell) in the residential areas of North Richland Hills. No person or organization may conduct by handbills, advertisements, house-to-house canvass, or by any other method in the city without the person, organization, society, or corporation responsible for conducting the solicitation first obtaining a permit.

Handbills and advertisements that are left on doors in residential areas do not require a solicitor's permit.

Process to obtain permit:

  1. Applicant must submit a completed application and background check to City Secretary - Municipal Records Division.
  2. Upon approval of application, applicant must purchase a $10,000 surety bond issued to the City of North Richland Hills by a surety company authorized to do business in the State of Texas.
  3. $100.00 permit fee for the first agent/employee working under the bond and $50.00 for each additional agent/employee (no more than 5 people per bond).

A solicitor permit is valid for one year from the date of issue. In addition to the permit, the City Secretary's Office will issue identification cards that must be worn at all times while soliciting in North Richland Hills. The identification card will clearly identify vendor by name and clearly identify the base or parent organization he/she is representing.

No person shall go from house to house or from place to place in this city soliciting, selling or peddling between the hours of sunset and sunrise.

No person shall stand or walk on any street or highway (as defined by the traffic laws of the State of Texas) for the purpose of soliciting funds or for advertising or selling merchandise or services. As stated in the Zoning Ordinance no person shall sell from a parking lot.

Applicants are encouraged to review the current ordinance regulating solicitation. (See Online Code of Ordinances, Chapter 18, Article VII)
