Goals & Values
The North Richland Hills City Council is dedicated to making our community the City of
Choice for all citizens to live, work, and play. To accomplish this mission, the Council
has adopted a strategic plan for the future. The plan was first approved in February 1998
and has been reviewed and updated annually to respond to changing needs in our community.
The strategic plan provides a clear vision for the City's future. It is the roadmap that
directs our City toward positive change and serves as the policy direction for City government.
It also serves as a guide for developing the City's budget. The strategic plan sets eight goals
by which to govern: quality community development and revitalization, efficient and effective
transportation system, safety and security, financial stability, preserve positive city image,
a sense of community, targeted economic development and local and regional leadership.
QUALITY COMMUNITY DEVELOPMENT & REVITALIZATION- The City of North Richland Hills
has enjoyed significant growth in recent years including the addition of many quality neighborhoods, parks
and retail/business areas. The City seeks to further improve the quality of life in our community by completing
strategy for developing the remaining vacant land and improving the quality of older areas and infrastructure. A
focus will be placed on: implementing the Boulevard 26 Study and Loop 820 Corridor Study; expediting the
re-development of Calloway Creek Retail Area; and creating a rail station development plan. The City will also
focus on revitalizing older residential neighborhoods and ensuring compliance with quality housing standards.
EFFICIENT EFFECTIVE TRANSPORTATION SYSTEM - North Richland Hills strives to provide improved traffic
flow and mass transit opportunities for our growing community. Focus will be given to local street conditions and
transportation projects, such as the reconstruction and widening of Loop 820, as well as maintaining a leadership
role on regional transportation initiatives and regional rail issues.
SAFETY & SECURITY - The City of North Richland Hills strives to be the safest community
in Tarrant County and to be prepared for potential natural and man-made disasters. Priority is placed on providing
effective Police, Fire and Emergency Medical Services and maintaining quick response times for emergencies. The City
will equip public safety employees with the tools they need to be effective, including state of the art public safety
communications. The City will be prepared to respond to large scale emergencies. The City will also work to improve its
Property Protection Classification Rating from the Insurance Service Organization, in an effort to lower property insurance
rates for residents and businesses. Efforts will also be made to enhance citizen education of our public safety programs.
FINANCIAL STABILITY - The City Council is committed to getting the best value
for taxpayer dollars and to ensure that we have the financial resources available to invest in
community priorities. To ensure long-term financial stability, efforts will be made to maximize grant funding,
maintain General Fund cash reserves, continue to pay-as-you go where possible, and to update the City's long-range financial
plan annually. The City strives to maintain a stable tax rate and predictable income stream.
PRESERVE POSITIVE CITY IMAGE - The City of North Richland Hills is the City of Choice for families
to live, work and play. The City Council is committed to maintaining a positive City image and reputation for being
a great community. Priority will be placed on communicating clearly and effectively with the public and focusing on
the City's successes through enhanced public information initiatives. The City will maintain quality public facilities
and construct new public facilities, including a new library and recreation center, to replace older facilities that
have been outgrown. The City will also enhance its Public Art Program and promote and initiate environmentally responsible
programs.
A SENSE OF COMMUNITY - The City of North Richland Hills has a strong identity and the City Council
is committed to maintaining that. The City will continue to offer programs and events that support its citizens and the
community as a whole. This includes maintaining our Parks & Recreation Programs at the current high level,
continuing the Cultural Arts Program and special events, and completing construction of the 19-mile hike and bike trail
system. The City will promote life long learning through Library services. The City will also encourage volunteerism
among employees and residents through the continuation of programs such as the Neighborhood Initiative.
TARGETTED ECONOMIC DEVELOPMENT - North Richland Hills has a vibrant and diverse economic base and wants
to maintain and build on it. To do that, the City is conducting a Market Study to determine what businesses to bring to
the community and maximizing the use of existing real estate and locations. The City will promote diversity in economic
development and will improve communications regarding economic development programs and initiatives.
LOCAL AND REGIONAL LEADERSHIP - The City of North Richland Hills is a local and regional leader and is
committed to that leadership. The City will continue to build relationships among other cities and parties with similar
interests, sit on committees that set the direction for our region and be proactive to influence the direction of key
issues. To do this the City will continue to participate in the North Central Texas Council of Governments, Tarrant
Regional Transportation Coalition, 35W Coalition, Regional Transportation Council, Northeast Fire Department Association,
and other organizations. The City will also continue to be involved in legislative issues that impact our local
community and region.
In addition to the strategic plan, the City Council has also established core
values for the Council and Staff to adhere to in the delivery of services to
