Debbie Durko - Municipal Court Director
Debbie Durko has 20 years experience in the municipal government field. She was appointed as
Municipal Court Director in March 2002. Prior to her appointment, she served for three years
as the Assistant Court Administrator for the Municipal Court. Ms. Durko's background also includes
experience in finance and accounting. She was the Budget Officer for the City of North Richland Hills
from 1989 to 1999. Ms. Durko received the City's first Distinguished Budget Presentation Award in 1989,
an award the City has continued to receive each year. Ms. Durko worked in the Finance Department from 1986
to 1999 where she wrote the City's first investment policy which received a national award from the Government
Finance Officers Association of the US and Canada. Ms. Durko began her Municipal Court Clerk Certification
process in 2001 and has passed all three testing levels for certification.

Rebecca Vinson - Assistant Court Administrator
Rebecca Vinson was appointed to this position in June 2007. Ms. Vinson was hired by the City of North Richland
Hills in April of 2002 as the Teen Court Coordinator. Prior to being hired by our City, Ms. Vinson was the
Assistant Court Administrator for the City of Richland Hills, a position she held for 5 years. Along with her
duties of Teen Court Coordinator, Ms. Vinson has also worked with the Youth Advisory Committee. Ms. Vinson
has passed all three levels of testing for her Court Clerk certification. In her current position, Ms. Vinson
is responsible for supervising the Court Records division of the Municipal Court.

Tommy White - City Marshal
Tommy White has been employed with the City of North Richland Hills for more than 20 years. Mr. White started
his career with the City Utility Department in 1987, and within two months transferred to the North Richland Hills
Police Department as a civilian employee in charge of auto impound. Mr. White was recognized by the Police Department
as Civilian Employee of the Year in 1988. In 1991, Mr. White completed his peace officer certification and became
a Reserve Peace Officer for the North Richland Hills Police Department. In 1994, the North Richland Hills Municipal
court hired Mr. White as a Deputy City Marshal. Mr. White obtained his intermediate peace officer license in 1997.
In 2002, he was promoted to the position of City Marshal, and he obtained his advanced peace officer license in 2003.
As the City Marshal, he supervises three employees, including two Deputy Marshal. This division of the Municipal Court
has the major responsibility for building, security and issuance and service of warrants from the Municipal Court.
Marshal White currently serves as the President of the Texas Marshal Association and serves on the North Central Texas
Crime Information Committee.
