Larry Koonce, Director of Finance
Larry Koonce is a C.P.A. in the State of Texas. He earned his Bachelor of Science and Master's Degrees, both in Education, from Eastern New Mexico University, and has completed courses toward a Master of Science in Accounting at the University of Houston. He had three years of public accounting experience before entering the municipal finance field as chief accountant for the City of Baytown in 1983. He served as Director of Finance for the City of Rosenberg, Texas from 1986 to 1989 and for the City of Grapevine from 1989 to 1996. Mr. Koonce has been with the City of North Richland Hills since December of 1996. He is a Certified Government Finance Officer in the State of Texas and is past Region 8 Director of the Government Finance Officers' Association of Texas (GFOAT). He has served on the scholarship and newsletter committees of the GFOAT.

Laury Fiorello, Assistant Director of Finance
Laury Fiorello came to the City of North Richland Hills in 2007 from the City of Owasso, OK, a suburb of Tulsa, where she was the Assistant Director of Finance. Prior to this position she was the Controller for the City of Hot Springs, AR for 12 years. Ms. Fiorello has a degree from John Brown University with a major in management and a minor in accounting. She is working towards the CPA license. She has expertise in government comprehensive annual financial reporting, the purchasing function, budget preparation and Utility Customer Service. She served on the Arkansas Government Finance Officers Association's Board 2004-2007 as Secretary/Treasurer 2004; Second Vice President 2005; First Vice President 2006 and President 2007. She is a member and participant on the Government Finance Officer's Association Special Review Committee (grading of Comprehensive Annual Financial Reports for the National Certificate Program) since 2005.

Jamie Brockway, Purchasing Manager
Jamie Brockway has over 9 years of experience in public procurement and has been with the City of North Richland Hills since March of 2007. In 2000 she received her Associates in Applied Science Semi-Conductor Manufacturing Technology from TCCD, holds a Bachelor of Science in Management (2003) and went on to complete her Masters in Business Administration from Texas Woman's University in 2005. Jamie holds her Accredited Purchasing Practitioner certification and is a member of Public Purchasing Association the North Texas chapter of National Purchasing Institute, Texas Public Purchasing Association and the National Institute of Governmental Purchasing.

Angel Bellard, Utility Service Manager
Angel Bellard has 22 years experience in Utility Customer Service. She began her career with the Fort Worth Water Department in 1985. During her tenure with Fort Worth, she advanced to the level of Senior Accountant. In August of 1999 she was hired as Utility Service Manager for the North Richland Hills Finance Department. During her career she has worked in all aspects of Utility Customer Service including meter reading, billing, collections, phone bank, cashiering and accounting. She served for three years as Secretary on the Board of Directors for Sungard HTE's User Group. Angel is a graduate of Dallas Baptist University with a Bachelor's Degree in Business Studies.

Phyllis O'Neal, Finance Assistant
Phyllis O'Neal has 17 years experience in the municipal government field. She was appointed as Finance Assistant in April 1994. Ms. O'Neal began her career in public service with the City of North Richland Hills in 1990 as an Accounts Payable Clerk and was promoted to Accounting Technician in 1993. She attended Tarrant County College.
