Fire Chief
Chief Andy Jones
Andy Jones, Jr. has over 35 years of experience in fire protection, including 22 years at the command level. He served
as Assistant Fire Chief for the Arlington Fire Department for 12 years, and was appointed Fire Chief for the North
Richland Hills Fire Department in January 1998. Chief Jones has a Master of Science Degree in Executive Fire Service
Leadership from Grand Canyon University. He holds a Bachelor's Degree in Industry and Technology from East Texas State
University and an Associate Degree in Fire Protection Technology from Tarrant County College. He has attended
numerous National Fire Academy courses, including the Executive Fire Officer series. Chief Jones is active in professional
organizations and is currently serving as the Second Vice President of the Texas Fire Chiefs Association. He is a member
of the International Association of Fire Chiefs and is the past President of the Tarrant County Fire Chief's Association.
Chief Jones received designation as a "Chief Fire Officer" from the Commission on Professional Credentialing in July
of 2007. He holds certifications with the Texas Fire Commission as Master Fire Fighter, Master Fire and Arson Investigator,
Master Fire Inspector, and Department Head Fire Suppression. He is also certified as a Master Peace Officer with
the Texas Commission on Law Enforcement Officer Standards and Education. Chief Jones also holds International Fire
Service Accreditation Congress Certifications as Fire Officer IV, Fire Instructor III, and Airport Fire Fighter. He
was honored by the Texas Fire Chief's Association as the Texas Fire Chief of the Year in March of 2006.

Operations Division
Assistant Chief Mike Rawson
Mike Rawson has over 29 years of experience in fire protection with the City of North Richland Hills. He directs
the Operations Division and Support Services Division, which includes Training and Apparatus Maintenance. He
supervises, regulates and manages all aspects of fire protection, fire extinguishment, Hazardous Materials mitigation,
explosive response, Emergency Medical Services and company fire inspections of buildings and hydrants. Chief Rawson
holds an Associate Degree in Applied Science in Fire Protection Technology from Tarrant County College. He holds
certifications as a Paramedic, Fire Inspector, Fire Instructor/Examiner, Fire Investigator, and EMS Instructor. Chief
Rawson is a member of the International Association of Fire Chiefs, the Association of Fire Service Instructors,
Texas Fire Chiefs Association and Tarrant County Fire Chiefs Association. Chief Rawson was the Officer of the Year
for the Department in 2000, received the Medical Director's Award in 2001, and a finalist for Employee of the Year
for the City in 2003.

Battalion Chief Charles Goggans
Charles Goggans has been with the City of North Richland Hills since August 1976. He has Associates Applied Science
Degrees in Fire Technology-Fire Protection and Fire Investigation Technology both from Tarrant County College and
currently is pursuing a Bachelors Degree in Public Safety Administration from Grand Canyon University. Other training
includes FBI Hazardous Devices Bomb Technician course, Hazardous Devices, Robotics Course, Weapons of Mass Destruction
Course, Post Blast Investigation, BATF-Advance Explosives Destruction Techniques Course, Numerous National Fire Academy
and FEMA courses in Fire Service and Emergency Management. Chief Goggans holds certifications from Texas Commission
on Fire Protection as Master Firefighter, Master Fire & Arson Investigator, Fire Instructor III Master,
Master Inspector, Fire Officer 1 and 2, and Master Peace Officer License from Texas Commission on Law Enforcement Officers
Standards and Education Commission, NFPA Incident Safety Officer. He is a member of the International Association
of Fire Chiefs, International Association of Bomb Technicians and Investigators, International Association of Fire
Fighters, Texas Fire Chiefs Association, Fire Department Safety Officers Association, Co-Chairman EOD sub-committee
for North Central Texas Council of Governments, and Texas Association of Fire Educators. Chief Goggans was designated
the Fire Department Employee of the Year in 1986, and the Northeast Chamber of Commerce Firefighter of the Year in 1987.
Chief Goggans is currently assigned to the Operations Support Division, and is responsible for the coordination of
training for Department personnel, oversees Department fleet maintenance and supply, coordinates the Citizen's Fire
Academy and is the Commander of the Northeast Explosive Response Team Bomb Squad.

Kyle McAfee - Lieutenant
Kyle McAfee has been with the City of North Richland Hills since January 1991, and is certified as an Advanced
Firefighter and Paramedic. Lieutenant McAfee is assigned as the Emergency Medical Services Officer in the Support
Services Division. He is responsible for the coordination and compliance with all Department of State Health
Services licensing requirements for Department personnel and equipment. This includes all aspects of continuing
education and ensuring that personnel are current in their mandated certifications with the State as well as the
Department's designation as an EMS provider. Lt. McAfee acts as the liaison between the Fire Department and the
Medical Director, Department of State Health Services, Hospitals and other agencies in the medical community. Lt.
McAfee assists in Fire Department personnel programs including recruitment, assessment, selection, training,
evaluation, wellness programs, disciplinary action and employee relations. He investigates and reports on any
complaint received in reference to or by Department personnel relative to EMS. Lt. McAfee has been on the Apparatus
Committee for since 1999, and was named Officer of the Year in 2003. He was given the Medical Directors Award
in 2003 citing his high level of expectations and commitment to the field of Emergency Medical Services.

Fire Prevention Division
Assistant Chief/Fire Marshal Kirk Marcum
Kirk Marcum has over 30 years in the Fire Service, and has been with the City of North Richland Hills since 1985. As
the Fire Marshal, he is the Chief Officer over programs such as fire prevention, fire safety education, fire inspections,
fire cause and origin investigations, gas well and pipeline inspections, and the internationally award nominated juvenile
fire-setter intervention program. Chief Marcum is certified by the Texas Commission on Fire Protection as an Inspector,
Arson Investigator, Fire Service Instructor, Advanced Firefighter and Field Examiner. Chief Marcum is also a commissioned
Peace Officer. Membership in professional organizations includes, International Association of Fire Chiefs, International
Association of Arson Investigators, Texas Fire Chiefs Association, Tarrant County Fire Chiefs Association, and Tarrant
County Arson Task Force.

Lieutenant Greg Lindsey
Greg Lindsey has been with the City of North Richland Hills since August 3, 1987. He holds certifications as
an Advanced Firefighter, Paramedic, Hazardous Materials Technician, Fire Service Instructor, Inspector,
Hazardous Devices Technician (Bomb Tech), and is a member of the International Association of Bomb Technicians
and Investigators. Lt. Lindsey is currently assigned to the Office of the Fire Marshal, and assignments
include gas well inspections, business inspections, public safety and fire prevention programs, fire cause
and origin determination, juvenile fire setter intervention program, and plan and permit reviews.
