Food Service Inspections
Inspections of food facilities include full service restaurants, fast food, grocery stores, convenience stores, and
temporary food service events. Inspections are done on a risk-based basis from 1 to 3 times yearly and on a complaint
basis to ensure compliance. Consumer Health also inspects mobile food vendors such as taco trucks, ice cream trucks
and weekend food vendors at large retail sites.

NOTICE: There have been recent changes to the City of North Richland Hills Ordinance on Food
Service Establishments in reference to Weekend Food Vendors. Weekend Food Vendors must now operate only in front
of single business with 100,000 ft2 or more in commercial or retail land use zones.

Food Handler Permits
Food handler permits are required for all persons who handle food, utensils, or food service equipment. An $19.00 fee
is charge for a three-year permit. Individuals who are 62 years of age or older must pay a $6.00 fee for the same
three-year permit. Business requesting an on-site food handler class must have at least 15 employees needing certification
and can call (817)427-6650 to schedule. Not all business will qualify for an on-site class.

Certified Food Protection Manager
Every food establishment must have at least one person in charge at each location who is responsible for supervising
food preparation and services and who has a valid Food Protection Management Training Certificate issued by the Texas
Department Health. Food Protection Management Training Certificates are obtained by successfully completing of a Texas
Department of Health accredited Food Protection Management Training Program or other approved nationally recognized
certification.

Plan Review
All new or remodeled food establishments are required to submit plans to be reviewed for compliance with health
code regulations. Plans must include a floor plan, equipment layout, and a finish schedule for all floors, walls,
and ceilings. All facilities must go through this process before a health permit to operate can be issued. In addition
to the health permit, a certificate of occupancy is also required. The certificate of occupancy can be obtained through
the Building Inspection Department, which is located at City Hall, 7301 N.E. Loop 820. Please contact Building Inspections

Temporary Food Service Event Guidelines
A temporary food service event is an event where food and/or beverages are offered to the
public, either for a price or free. Temporary food facilities are fixed for a period of
time not to exceed three (3) days. All temporary food facilities must be approved by the
Consumer Health Division. Applications for temporary food service events should be
submitted for processing at least two (2) weeks prior to the event. Non-profit
organizations will be required to show proof of non-profit status and will not be charged
a fee. All temporary food service events must meet the Health Department guidelines. For

Concession Stands / Seasonal Food Service
Seasonal food service is an establishment that operates for no more
than four consecutive months (120 days in a 12-month calendar year).
Concession stand operators (schools, booster clubs, etc.) must apply
for a health permit and obtain a health permit for each season, and
the coordinator(s) must attend the NRH Food Handler class. For
