The Neighborhood Services Department is comprised of the following Divisions: Consumer Health, Environmental Resources, Code Compliance and Humane Division. The Department is lead by Stephanie East, Debbie York, JoAnn Stout and Chun Mezger (pictured from left to right). JoAnn Stout, Neighborhood Services Director
JoAnn Stout has been in municipal government since 1991 and has worked for the City of North Richland Hills since 2003. She is a graduate of Texas A&M University and holds the following professional certifications: Certified Code Enforcement Officer; Certified Intermediate Code Enforcement Officer; Certified Food Manager; Certified Pool Operator; Certified Building Inspector; Certified Residential Energy Inspector; and Local Rabies Control Authority (LRCA). Ms. Stout belongs to the following professional organizations: American Planning Association; American Association of Code Compliance; Code Compliance Association of Texas; Texas Environmental Health Association; Humane Services of the United States; Texas Animal Control Association; Keep Texas Beautiful; and Building Professional Institute.

Debbie York, Neighborhood Services Manager
Debbie York has been with the City of North Richland Hills Neighborhood Services Department since 1994. She oversees the Environmental Resources Division and the Code Compliance Division. She is the coordinator for Keep NRH Beautiful Commission programs and the Neighborhood Initiative Program. She has a Bachelor of Applied Arts and Sciences from Midwestern State University.

Stephanie East, Consumer Health Supervisor
Stephanie has been with the City of North Richland Hills since 2000, serving in Consumer Health, Code Compliance, and briefly in the Humane Division. Stephanie has a Bachelor of Science from Texas A&M University and is a Registered Sanitarian (R.S.), a Code Enforcement Officer, a Certified Pool Operator (CPO), and is a member of the Texas Environmental Health Association (TEHA). Stephanie has been with Consumer Health since February 2003 and has served as Consumer Health Supervisor since August 2004.

Chun Mezger, Humane Division Supervisor, Animal Adoption & Rescue Center
Chun is a 1994 Graduate of Sam Houston State University with a Bachelor in Business Administration double majoring in International Business and Economics. Chun's career in Animal Welfare began in 1997 as a volunteer with the San Marcos Animal Shelter. In 2001, Chun was hired as the Animal Services Clerk with the City of North Richland Hills and in 2006 was promoted to Humane Division Supervisor. Chun has completed her Basic Animal Control & Advanced Animal Control Training as well as her Local Rabies Control Authority Training and has experience in Grant Writing. She is a member of the Texas Animal Control Association, the North Texas Animal Shelter Coaliation and the National Animal Control Association. Chun is certified in CPR and AED and is a member of the North Richland Hills Community Emergency Response Team.
