In an effort to improve traffic safety and reduce collisions at high traffic intersections, the City of
North Richland Hills has implemented a Red Light Photo Enforcement Program.
According to the Federal Highway Administration, in 2002 there were 178,000 injuries and 920 deaths across
the nation related to people running red lights. The Insurance Institute for Highway Safety has found that
red light photo enforcement, in conjunction with public awareness, can modify behavior and has been shown to
reduce red light violations and intersection crashes.
More than 110 cities and towns in 20 states across the country have already implemented red light photo enforcement
programs. These programs are designed to augment existing efforts by police officers to curtail red light violations.
In North Richland Hills, photo enforcement is being used at the following intersections:
- Rufe Snow Drive and Mid-Cities Boulevard.
- Rufe Snow Drive and NE Loop 820.
- Rufe Snow Drive and Dick Lewis Drive.
- Davis Boulevard and Mid-Cities Boulevard.
- Davis Boulevard and Lola Drive.
- Davis Boulevard and Hardwood Road.
- Davis Boulevard and Maplewood Avenue.
If a vehicle enters one of these intersections after the light turns red, it is detected automatically and the camera
system records the violation. A $75 civil citation is then sent to the registered owner of the vehicle. The citation
includes photos of the violation and a video is available for the vehicle's owner to view online. The citation does
not go against the violator's driving record.

The goal of the Red Light Photo Enforcement Program is to make NRH streets safer by decreasing the number of red light
runners and reducing collisions. The program will expand later this year to other high traffic intersections in North
Richland Hills. Signs will be posted at each intersection to alert motorists of the photo enforcement.
