Program Overview
False alarms cost the city and its citizens thousands of dollars per year and take police officers away from actual emergencies. To prevent unnecessary emergency responses to false alarms, in December 2006 the City of North Richland Hills adopted an alarm ordinance and program. The alarm ordinance establishes business and residential alarm code requirements. The ordinance requires business and residential alarm users to register their alarm system with the city by paying an annual permit fee.
Types of False Alarms
- Negligently or accidentally activated signals
- Signals resulting from mechanical or electronic failure, malfunction, improper installation, improper adjustment or improper maintenance
- Signals that are purposely activated in non-emergency situations
Common Causes of False Alarms
- Weak system batteries
- Wandering pets
- Open, unlocked or loose fitting doors and windows
- Cleaning crews
- Employees of family members untrained on the operation of an alarm system

Permit Fees
- Business: $50 initial permit, $20 annual renewal
- Resident: $20 initial permit, $10 annual renewal
- Senior (65 or older): $10 initial permit, $10 annual renewal
False Alarm Fees
- First through third: no fee
- Fourth and fifth: $50 each
- Sixth and seventh: $75 each
- Eighth and beyond: $100 each
False Robbery Alarms Fees
- First: no fee
- Second and third: $100 each
- Fourth and beyond: $200 each
