Noise Ordinance

We’ve all heard about air pollution and its negative impacts on our health and wellness, but what about noise pollution? If there is unreasonably loud noise in a neighborhood, it can disturb residents sleep or disrupt the enjoyment of their home. During the times and in the zoning districts set out below, the activities that create a sound pressure level on the complainant's bounding real property line that exceeds the maximum allowable decibels on the A scale are declared to be public nuisances. (Code of Ordinances Section 34-33, Paragraph 23)

Residential Zoning Districts

  • 7:00 a.m. to 10:00 p.m.= 75 decibels
  • 10:00 p.m. to 7:00 a.m.= 60 decibels

Other Zoning Districts

All nonresidential, industrial and mixed use zoning districts including the Town Center center and core subzones and the TOD historic, core, general mixed use, arterial mixed use and high intensity mixed use subzones:
  • 7:00 a.m. to 12:00 midnight = 80 decibels
  • 12:00 midnight to 7:00 a.m. = 70 decibels

Exceptions

Noise generated on properties of Birdville Independent School District, Tarrant County College, Fort Worth Christian and other government agencies is not subject to this provision. The city does not have authority over aircraft that fly over our community.

Construction Activities

Additionally, outdoor construction activities are not allowed in North Richland Hills during the following times and days per Code of Ordinances Section 98-61(b)
  • Between the hours of 7:00 p.m. and 7:00 a.m. during Central Standard Time; and between the hours of 8:00 p.m. and 6:00 a.m. during Daylight Savings Time; 
  • Sundays
  • During the following designated holidays: New Year’s Day, Memorial Day, July 4, Labor Day, Thanksgiving, Christmas
We all want to live in a peaceful and quiet neighborhood. Please be a good neighbor and keep noise levels down, especially after 10 p.m. When working outside or enjoying your patio or yard, please keep your neighbors in mind. If a neighbor has notified you there is a noise problem coming from your residence, work with them on a solution that you can both live with.

Unreasonably loud, disturbing, or unnecessary noise can be reported to the Police Department non-emergency number at 817-281-1000.
