Candidate Information

Qualifications


On the date of election, each of the council members and mayor shall:
  • be at least 21 years of age; 
  • be a citizen of the United States of America; 
  • be a registered, qualified voter of the State of Texas; 
  • reside, and shall have resided for at least one year preceding the election at which he or she is a candidate, within the corporate limits of North Richland Hills; 
  • not be in arrears in the payment of any taxes or other liability due the City; 
  • not be disqualified by reason of any provision of any other section of the City Charter.  

A member of the council ceasing to possess any of the qualifications specified in this section, or any other sections of the City Charter, or convicted of a felony before or while in office, shall immediately forfeit his office.  

No council person shall hold any other public office except that of Notary Public, member of the National Guard or any Military Reserve, or a retired member of the Armed Services.  

Application


In accordance with State law, candidate filing for Council Places 1, 3, 5 and 7 begins on January 16, 2019 and will end on February 15, 2019.  Qualified persons may file as a candidate between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, at the City Secretary's Office at City Hall, 4301 City Point Drive.  

Each application for a place on the ballot shall be accompanied by either a filing fee of $150 or a petition seeking the candidate's name to be placed on the ballot.  Such petition shall be signed by a least 150 qualified voters of the City.  

Candidate packets may be obtained from the City Secretary's Office beginning January 4, 2019.  Alternatively, you may view and download forms to run for office and report political expenditures.

Application for place on the ballot
µ  The loyalty oath is included on this form and must be notarized.  The first day of filing is January 16, 2019. Applications must be filed in the City Secretary’s office no later than 5:00 p.m. on Friday, February 15, 2019.  Please note that the application has a section for your email address.  Your email is optional, but keep in mind that candidate applications are made available to the public and will be uploaded to the City’s website.

Petition to place name on  the ballot
µ  Article V, Section 5 of the City Charter requires that the candidate’s application must be accompanied by a filing fee of $150 or by a petition containing the valid signatures of at least 150 registered voters in the City of North Richland Hills.

µ  The CTA Form is to be filed with the City Secretary Office.  Please note that in accordance with Texas Law, you must designate a Campaign Treasurer before any funds can be expended or campaign contributions accepted (this includes your filing fee).  You may name yourself as Treasurer.

Candidate/Officeholder Campaign Finance Report | Instruction Guide
µ  This report shall be filed in the City Secretary’s office on the dates specified on the list of important dates.  The instruction guide provides detailed explanations how to complete the campaign finance report and deadlines for filing pre-election reports.  If you still have questions after reviewing the guide, please contact the Texas Ethics Commission, as they are responsible for interpreting Campaign Finance Law (Title 15) at 512.463.5800 or visiting their website (www.ethics.state.tx.us).

The above forms are filed with the City Secretary, and as such, the City Secretary serves only as the custodian of the records for the benefit and convenience of the public.  The City Secretary does not have any duty to determine the sufficiency or timeliness of the statements and does not have the authority to refuse to accept a statement for filing on either of these grounds.  Contact the Texas Ethics Commission if you have questions or concerns regarding campaign reporting.
