Wm, 30s-50s, dark brown hair, average height, heavyset with extended belly, light colored straw cowboy hat, fake mustache and goatee
Suspect Vehicle:
1996-2001 Range Rover 4.0 SE with an after-market wind deflector on the sunroof. Similar to vehicle pictured below.
