NE Tarrant County Vaccine, Testing Sites Closing

Wednesday, June 30, is the last day that the COVID-19 Vaccination Clinic will be open at the Hurst Conference Center, 1601 Campus Dr. Hours on Wednesday are 11 a.m. - 8 p.m. Wednesday is also the last day that the drive-thru COVID-19 testing site will be open at Tarrant County’s Northeast Annex at 837 Brown Trail, Bedford. Wednesday hours are 9 a.m. to 5 p.m. Anyone wanting a COVID-19 vaccine or test after these locations close is encouraged to contact their doctor's office, pharmacy, Tarrant County's COVID-19 hotline at 817-248-6299 or Tarrant County's Vaccine Finder webpage.

Health & Safety Procedures Updated for NRH City Facilities

In accordance with Gov. Abbott’s latest executive order, City of North Richland Hills employees are no longer required to wear masks while on duty. City staff and visitors to city facilities continue to have the option to wear a mask if desired. Social distancing markers and protective barriers will remain in place where needed. We would like to remind employees and visitors to stay home when you feel sick. The governor’s latest order does not prevent businesses from continuing their own mask policy for employees or customers.

COVID-19 Vaccinations Now Available for Ages 12 and Up

COVID-19 vaccinations are now available for everyone 12 years of age and older. Parents will need to bring a birth certificate or another document with the child's date of birth. Parents need to bring their IDs as well. Walk-ins are welcome, no appointments necessary. Free COVID-19 Testing Site Relocating on May 1

This Friday, April 30, will be the last day that free COVID-19 testing will be offered in the parking lot of NRH2O. The testing site is being relocated to the Tarrant County Northeast Annex in Bedford starting on Saturday, May 1. The new address is 837 Brown Trail in Bedford. Starting Saturday, hours at the new location will be 9 a.m. to 5 p.m. daily. No appointment is needed.

Health & Safety Procedures Updated at City Facilities

With coronavirus case numbers continuing to fall and vaccinations increasing, the City of North Richland Hills is updating procedures at city facilities starting next week. At City Hall, we will resume some in-person meetings, including City Council Meetings, with socially distanced seating. The NRH Library will begin offering in-person, socially distanced storytimes. The NRH Centre will resume indoor basketball and volleyball leagues and increase capacity for fitness classes and some other activities. Social distancing and wearing of face masks continue to be encouraged inside all of our city facilities. Staff will have the option to remove their masks if behind a glass or Plexiglas barrier. Temperature checks of staff and ongoing cleaning and sanitation procedures will remain in place. If you have questions about our health and safety procedures, please contact the city facility before your visit or ask upon entry to the building. Texas to Open COVID-19 Vaccination to All Adults on March 29

The Texas Department of State Health Services announced today that all adults will be eligible to receive a COVID-19 vaccine in Texas beginning Monday, March 29. Next Phase of COVID-19 Vaccinations Announced

The Texas Department of State Health Services announced today that people ages 50 to 64 will become eligible for COVID-19 vaccination on March 15. Vaccines will also continue to be offered to healthcare workers, persons 65 years of age or older, person 18 and older with preexisting conditions, and educators. If you are not eligible at this time, you can still register and you will be added to the wait list for future phases. Current Health & Safety Protocols to Remain in Place at City of NRH Facilities

To protect the health of our employees and those we serve, we will continue at North Richland Hills city facilities to follow health and safety protocols recommended by the CDC and Texas Department of State Health Service to reduce the spread of COVID-19. This includes frequent sanitizing, social distancing and wearing of face coverings by staff and visitors at City Hall, Municipal Court, NRH Library, NRH Centre, Richland Tennis Center, Animal Adoption & Rescue Center and our public safety facilities. We will also continue to offer the curbside and online services that have been provided throughout the pandemic. Our priorities are keeping employees and the public safe while continuing to provide City services.

 In announcing that statewide coronavirus mandates will be lifted on Wednesday, March 10, Gov. Abbott said: “Removing state mandates does not end personal responsibility or the importance of caring for your family members and caring for your friends and caring for others in your community. Personal vigilance to follow the safe standards is still needed to contain COVID.” He also stated that businesses and other entities can continue implementing health and safety protocols at their discretion. 

While we are encouraged by the declining COVID-19 cases and hospitalizations and increasing vaccinations, we cannot let up on the practices that have helped keep our community safe over the last year. 2 COVID-19 Deaths Reported

Since last Friday, Tarrant County Public Health has announced 2 NRH residents have died from COVID-19, bringing the total number of COVID-19 deaths in NRH to 102. The deaths included a woman in her 90s and a man in his sixties. Health privacy limits the details that can be given. Our prayers are with the family and friends of these residents during their time of grief. 

Over the past week, 119 NRH residents have been diagnosed with COVID-19 bringing total cases in NRH since the pandemic began to 8,298. Some 7,803 of those have recovered so far. In Tarrant County there have been 244,632 cases of COVID-19, with 2,967 deaths and 229,300 recoveries so far. Additional statistics are available and updated daily on Tarrant County’s website. School and Child Care Personnel Now Eligible to be Vaccinated

School and child care workers are now eligible for the COVID-19 vaccine. Those wanting the vaccine should register online with Tarrant County Public Health at http://www.tarrantcounty.com/covidvaccine. When registering, mark your industry as Education and include your employers name.  If you’re already registered and you need to update your file to include your employer and industry, call the Tarrant County COVID-19 line, 817-248-6299, and they will do it for you. According to the Texas Department of State Health Services, eligible persons include those who work in pre-primary, primary, and secondary schools, as well as Head Start and Early Head Start programs (including teachers, staff, and bus drivers) and those who work as or for licensed child care providers, including center-based and family care providers. This action does not change the other groups prioritized for vaccination in Texas. Providers will continue efforts to vaccinate older adults and those who have chronic health conditions.

Governor Lifting Statewide Mandates

Effective next Wednesday, March 10, Governor Greg Abbott is increasing capacity of all businesses and facilities in the state to 100% and ending the statewide mask mandate. Businesses may still limit capacity or implement additional safety protocols at their discretion. Although the statewide mandates are being lifted, Gov. Abbott urges Texans to continue taking precautions to keep themselves and others safe. If COVID-19-related hospitalizations go above 15% for seven consecutive days, county judges will have the ability to re-impose COVID-19 mitigation strategies. Read the governor’s March 2 press release and Executive Order GA 34.

Following the governor’s announcement today, Tarrant County Judge Glen Whitley told local media that to avoid confusion and misunderstandings he is lifting the county’s mask mandate as well.

100th COVID Death Reported

In the past 2 weeks, Tarrant County Public Health has announced 6 more NRH residents have died from COVID-19, bringing the total number of COVID-19 deaths in NRH to 100. Our prayers are with the family and friends of these residents during their time of grief. 188 NRH residents were diagnosed with COVID-19 over the past 2 weeks. 

Since the pandemic began, in Tarrant County there have been 241,005 cases of COVID-19, with 2,841 deaths and 220,726 recoveries so far. In North Richland Hills 8,179 residents have been diagnosed with COVID-19, with 100 deaths and 7,479 recoveries so far. Vaccine Update

As of Thursday, Feb. 25, 11.53% of North Richland Hills residents have received one or more doses of coronavirus vaccine. In all of Tarrant County, 10% of residents have had at least one dose. The City of North Richland Hills continues to assist with staffing the county's vaccination center in Hurst. As directed by the State of Texas, the COVID-19 vaccine is currently being offered to persons 65 years of age or older, and anyone 18 and older with at least one chronic medical condition that puts them at increased risk for severe illness from COVID-19. If you fall into either category and would like the COVID-19 vaccine, please register at www.tarrantcounty.com/covidvaccine or by calling Tarrant County at 817-248-6299. If you are not eligible at this time, you can still register and you will be added to the wait list for future phases. Tarrant County Mask Mandate Extended 

Tarrant County’s declaration of local disaster due to a public health emergency and mask mandate has been extended to May 25, 2021 to help contain and mitigate the spread of COVID-19.

Business Occupancies Increase to 75%
The state has loosened capacity restrictions for North Texas businesses following a decline in hospitalization rates for COVID-19 patients. Restaurants, retailers, office buildings, gyms, museums, libraries, and manufacturing facilities may return to 75% indoor capacity. Elective surgeries at licensed hospitals may resume. Tarrant County was notified on Feb. 16 that our region is no longer consider a “high hospitalization” area as defined by Gov. Greg Abbott’s Executive Order 32 because hospitalizations drop below the 15% threshold for seven consecutive days. While the number of COVID-19 cases is currently on a downward trend, we encourage all NRH residents to continue taking precautions to keep yourself and your families healthy and safe. We have been informed that the COVID-19 test site operated by www.curative.com in the parking lot at NRH2O will reopen on Sunday, Feb. 21.  Hours are 9 a.m. to 5 p.m. daily.

Vaccination Sites to Reopen Saturday

The Tarrant County COVID-19 vaccination sites will reopen on Saturday, Feb. 20. Those who have a second dose appointment due will be notified and prioritized for vaccination and will receive an appointment notification via phone/text/email. Anyone who shows up without a scheduled appointment will be turned away.

Due to inclement weather, all Tarrant County COVID-19 vaccination sites are closed through Wednesday. Please try to keep your appointment. If you received the first does with Texas Health Resources, JPS or Arlington Fire Department, you will need to check in with them.

However, if it is not feasible to adhere to the recommended interval and a delay in vaccination is unavoidable, the second dose of Pfizer-BioNTech and Moderna COVID-19 vaccines may be administered up to 6 weeks (42 days) after the first dose. Hurst Vaccination Site Closed Saturday

Due to the winter storm warning issued by the National Weather Service for our area, Tarrant County Public Health has decided to close its COVID-19 vaccine clinics for Saturday, February 13.  If you had an appointment you will be receiving an invite for a future clinic date. Safety is the top priority and we apologize for the inconvenience. This impacts the Hurst location. The other locations are normally closed on weekends.

Vaccination Update

Tarrant County Public Health recently added vaccination statistics to their website. This information is updated each Monday. As of Monday, February 1, 8.66% of North Richland Hills' population had received at least one vaccine dose. Countywide, the vaccination rate was at 6%. Over the last three and a half weeks, City of NRH staff has been onsite at the Hurst Clinic vaccinating 25,000 people. This joint venture brings together our team and staff from other Northeast Tarrant cities to ensure we are quickly and effectively administering vaccines to members of all our communities. Staff from NRH Fire, Police, Library, Parks & Recreation and Finance have been helping with this effort. Vaccinations are by appointment only. As directed by the State of Texas, the COVID-19 vaccine is currently being offered to persons 65 years of age or older, and anyone 18 and older with at least one chronic medical condition that puts them at increased risk for severe illness from COVID-19. If you fall into either category and would like the COVID-19 vaccine, please register at www.tarrantcounty.com/covidvaccine or by calling Tarrant County at 817-248-6299. If you are not eligible at this time, you can still register and you will be added to the wait list for future phases. There is no charge to get the vaccine and it is being administered on a voluntary basis. All vaccinations are given by appointment only. Anyone who does not have an appointment will be turned away. 

There is currently more demand for the vaccine than doses available, but new shipments are being received weekly. If you are already registered, please be patient. When it’s your turn to be vaccinated Tarrant County Public Health will contact you with your scheduled appointment time and location. You may be sent to Hurst, Arlington or Fort Worth to receive your vaccination. Tarrant County will contact you again with an appointment time and location when it is time for your second dose of the vaccine. As the vaccine supply increases in the coming months, it will be made available to more people. COVID-19 Vaccination Update

NRH Fire Department received a small supply of COVID-19 vaccine last week and administered those doses. At this time, NRHFD does not have vaccines to administer to the public and it is unknown if additional doses will be received. The City of NRH is coordinating with Tarrant County, the City of Hurst and others to open and staff a vaccination center for the public at the Hurst Conference Center. All persons who would like the vaccine are encouraged to register with Tarrant County Public Health at http://www.tarrantcounty.com/covidvaccine. Tarrant County Public Health began last week administering the COVID-19 vaccine to medical workers (Phase 1A) and they are now moving to Phase 1B, which includes residents 65 and older and others considered high risk. It was announced today by Tarrant County Public Health that a female over age 100 has become the 25th NRH resident to die due to COVID-19. Health privacy limits the details that can be given. The 9 deaths included: one woman in her 90s, three men in their 90s, two women in their 70s, one man in his 70s, one man in his 60s, one man in his 50s. Testing Site Holiday Closure

The free COVID-19 testing site in North Richland Hills will also be closed for the holidays on Dec. 24 & 25 and Jan. 1. The site, which is located at 9001 Boulevard 26 in the parking lot of NRH2O Family Water Park, is normally open daily from 9 a.m. to 5 p.m., unless there is inclement weather. Temporary Moratorium on Solicitation Activity

The North Richland Hills City Council has established a temporary moratorium on all door-to-door solicitation activities and distribution of handbills to limit in person contact with persons not in the same household and help mitigate the spread of COVID19. This action comes after our region was designated by the state as an area of high hospitalizations from COVID19, which triggered a reduction in occupancy limits for certain area businesses. The temporary moratorium begins immediately and shall expire at 11:59 p.m. on January 31, 2021, unless further action is taken by the City Council. City staff will notify those who currently have solicitor’s permits and are registered handbill distributors with the city of the moratorium. To report solicitation activity during the moratorium, call the Police Department non-emergency line at 817-281-1000. Please be prepared to provide your address and any personally identifying information of the solicitor, like their name and company name if you have it, description of the person and their general direction of travel.

North Richland Hills’ 14th COVID-19 Death Reported

It was announced today by Tarrant County Public Health that a female in her 80’s with no underlying health conditions has become the 14th NRH resident to die due to COVID-19. Since the pandemic began, in Tarrant County there have been 120,899 cases of COVID-19, with 1,014 deaths and 87,921 recoveries so far. In North Richland Hills 3,614 residents have been diagnosed with COVID-19, with 14 deaths and 2,383 recoveries so far. Today Tarrant County Public Health reported the death of a North Richland Hills resident from COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a man in his 70s with underlying health conditions. Today Tarrant County Public Health reported the death of a North Richland Hills resident from COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a man in his 70s with underlying health conditions. Our prayers are with his family and friends during their time of grief. This is the twelfth death of a North Richland Hills resident from COVID-19. 

Since the pandemic began, in Tarrant County there have been 115,476 cases of COVID-19, with 927 deaths and 72,938 recoveries so far. In North Richland Hills 3,341 residents have been diagnosed with COVID-19, with 12 deaths and 2,217 recoveries so far. Governor’s Order Requires Many Businesses to Reduce Occupancy to 50% 

Today, Tarrant County received notification from the state that restaurants, retailers and other businesses that have been operating at 75 percent occupancy must reduce occupancy to 50 percent effective immediately due to high COVID-19 hospitalization rates in North Texas. Bars that do not qualify as a restaurant under TABC rules must close on-premise services. These occupancy changes are outlined in Governor Abbott’s Executive Order GA-32.  Additionally, under gubernatorial Order GA-31, elective surgeries will be suspended. Although business occupancy levels are being rolled back, Governor Abbott stated last month that he has no plans for another shutdown.            

Governor Abbott’s Executive Order GA-32 allowed businesses to operate at 75 percent occupancy and bars to reopen in areas without high COVID-19 hospitalization rates. The order defines high hospitalizations as seven consecutive days in which the number of COVID-19 hospitalized patients exceeds 15 percent of total hospital capacity within a Trauma Service Area. Tarrant County and North Richland Hills are located in Trauma Service Area E (TSA-E), and for the past seven days, the number of COVID-19 hospitalizations in TSA-E exceeded 15 percent, making it an area with high hospitalizations. Under GA-32, the reduced business capacity restrictions will last until the TSA has seven consecutive days in which the number of COVID-19 hospitalized patients is less than 15 percent. 

In order to return to a region with low hospitalizations, the City of North Richland Hills reminds residents to stay home if you are able to and avoid gathering with anyone you do not live with. North Richland Hills’ 11th COVID-19 Death Reported

Today Tarrant County Public Health reported the death of a North Richland Hills resident from COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a woman in her 70s with underlying health conditions. Our prayers are with her family and friends during their time of grief. This is the eleventh death of a North Richland Hills resident from COVID-19. 

Since the pandemic began, there have been 103,781 cases of COVID-19, with 854 deaths and 73,232 recoveries so far in Tarrant County. In North Richland Hills 2,943 residents have been diagnosed with COVID-19, with 11 deaths and 1,868 recoveries so far. COVID-19 Hospitalizations Increase

As of Friday, Nov. 27 the number of people hospitalized with COVID-19 increased to more than 15% of total hospital capacity in the 19-county North Central Texas Trauma Service Area (TSA-E), which includes Tarrant County. When a Trauma Service Area has 7 consecutive days where the number of COVID-19 hospitalized patients exceeds 15% of total hospital capacity, it is designated as an area with high hospitalizations. Under Governor Abbott’s Open Texas Plan, the high hospitalizations designation automatically triggers a reduction in business occupancy levels from the current 75% down to 50% and bars are required to close. It's anticipated that North Texas will be designated an area with high hospitalizations and business occupancies will be rolled back to 50% at the end of this week. Tarrant County Mask Order Extended

Tarrant County has extended its declaration of local disaster and face mask order for businesses to Feb. 28, 2021. The Tarrant County mask order has been in place since June 26 and a statewide mask order has been in place since July 2. It is not known how long the governor will choose to keep the statewide order in effect. Cases Continue to Surge

There were 10,000 new coronavirus cases in Tarrant County last week and 765 are currently hospitalized with COVID-19. It took 90 days to reach 10,000 cases in Tarrant County in June. COVID Testing Hours Expanded to Include Sundays

Starting this Sunday, Nov. 22, the free COVID-19 testing site in North Richland Hills will be open 7 days a week. The site is located at 9001 Boulevard 26 in the parking lot of NRH2O Family Water Park. Hours are 9 a.m. to 5 p.m. daily. The free test is a self-administered mouth swab PCR test with results given in 24 to 48 hours. There is no NRH or Tarrant County residency requirement. You can schedule an appointment online. The testing site will be closed on Nov. 26 and Nov. 27 for the Thanksgiving holiday.

Tarrant County Public Health Warning

Tarrant County Public Health Director Vinny Taneja issued a public health warning about the surge in coronavirus cases on Tuesday, Nov 17. In a briefing to Tarrant County Commissioner's Court he said the county has more cases than ever before and the hospitalization rate is the highest it has ever been with 92% of ICU beds occupied. As of Tuesday, overall COVID-19 hospitalizations in the 19-county North Texas Trauma Service Area were at 14.39% of capacity. Under the governor's Open Texas Plan, if the number tops 15% for seven consecutive days, businesses would have to go back to 50% capacity and bars would have to close. Public health officials are asking for everyone's help to flatten the curve again. We have hope for immunizations in the near future, we have medications coming that will help lower the hospitalizations and lessen the severity of the virus, but until those therapies are available we need to continue to follow public health guidelines for mask wearing, distancing, avoiding groups and sanitizing. 

When it comes to holiday celebrations, the lowest risk for contracting the virus is celebrating in your own home with members of your household and virtually with extended family and friends. If you are going to host a holiday gathering, the CDC recommends organizing an outdoor event with preventive measures, such as mask wearing, social distancing and hand sanitizing. Large, indoor gatherings, especially with people from outside your immediate household, pose the highest risk. Yesterday, Tarrant County Public Health reported the death of a North Richland Hills resident from COVID-19. 2 More NRH COVID-19 Deaths Reported

Tarrant County Public Health recently reported that 2 NRH residents have died from COVID-19. This brings the total number of NRH residents who have died from the virus to 9. These latest deaths were a woman in her 60s (reported on Oct. 24) and a woman in her 50s (reported on Oct. 29). Both had underlying health conditions. Since the pandemic began, 1,609 North Richland Hills residents have been diagnosed with COVID-19 and 1,183 of those have since recovered from the virus. Halloween Safety Safe & Happy Halloween

The CDC has issued Halloween guidelines that discourage trick-or-treating, trunk or treats, haunted houses, parties and other activities considered high risk for spreading coronavirus. Families should consider alternatives, like a Halloween themed movie or game night at home. If your family does decide to trick or treat or attend Halloween gatherings this year, please follow these recommendations.

Governor Abbott Expands Capacity For Certain Services

Gov. Abbott announced today that capacity in many Texas businesses will be allowed to expand next week thanks to improvements in COVID-19 trends statewide since their peaks in July. 

  • Retail stores, restaurants, office buildings, manufacturing facilities, gyms, museums and libraries may expand to 75% capacity beginning Monday, Sept. 21.
  • Several other business types will remain at 50% capacity for now, including wedding reception venues, movie theaters, amusement parks, bowling alleys, fine arts performance halls, video game facilities, zoos, aquariums and more. 
  • Bars will remain closed.
  • Nursing homes, assisted living and other long-term care facilities that do not have an active COVID-19 outbreak may reopen to visitation on Thursday, Sept. 24.
  • Hospitals in regions with COVID-19-related hospitalizations under 15% will be allowed to resume ordinary, elective surgical procedures.

The governor also urged Texans to not let up their vigilance against the virus. “Texans must continue to heed the guidance of medical experts by wearing a mask, social distancing, and practicing proper sanitation strategies. New COVID-19 Testing Site Opens Monday in NRH

Tarrant County, the Texas Division of Emergency Management and North Richland Hills are bringing a new COVID-19 testing site to northeast Tarrant County in the parking lot at NRH2O Family Water Park beginning on Monday, August 24. The site will operate by appointment only from 8 a.m. to 2 p.m. Monday through Saturday. Appointments can be booked online. The tests will be self-administered mouth swabs. Results will be sent via email, text or a phone call and results should be received within 72-96 hours. The tests are free and there is no Tarrant County residency requirement. There will also be Spanish speaking staff available on site. In a press release issued by Tarrant County, Precinct 3 Commissioner Gary Fickes said: “It is important that we have COVID-19 testing sites throughout Tarrant County. We needed access to more testing in northeast Tarrant County and this NRH2O location will help fill that need.”

Tarrant County Public Health on Sunday reported the death of a North Richland Hills resident from COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a man in his 60s with underlying health conditions. School District’s Announce School Start Dates

Following action from the school board of trustees, Birdville ISD announced a school start date of Aug. 24, with the first two weeks of instruction being online only. Starting September 8, students may receive in person instruction on campus or choose to remain with online instruction. Find details on the BISD website. Following action from their board of trustees, Keller ISD announced a school start date of Aug. 26 with a choice of in-person instruction or remote instruction taking effect that day. Governor Abbott recently issued a statement on school re-openings saying the authority to make decisions about when and how schools safely open rests with the local school boards. Texas Attorney General Ken Paxton also issued legal guidance regarding the reopening of schools

Tarrant County Mask Order Extended

County Judge Glen Whitley has extended Tarrant County’s face mask order through Monday, Aug. 31. The county mask order had been set to expire on Aug. 3. A statewide mask order was issued by Gov. Greg Abbott on July 2, however it is not yet clear how long the governor will choose to keep that order in effect. Judge Whitley’s order means Tarrant County residents will remain masked through the end of August, even if the state order is lifted before that time.

Early Voting Period Extended for November Election

Gov. Abbott this week issued a proclamation extending the early voting period for the Nov. 3, 2020 election. The new schedule has early voting in person beginning Tuesday, Oct. 13 and continuing through Friday, Oct. 30. His proclamation also expanded the period in which marked mail-in ballots may be delivered in person to the early voting clerk’s office, allowing delivery prior to as well as on Election Day. Texans interested in voting in the Nov. 3 election have until Monday, Oct. 5 to ensure they are registered or make corrections to their address. Forms and additional details are available on the county elections website at www.tarrantcounty.com/evote. In addition to county, state and federal offices, North Richland Hills will have a bond proposition for streets on the ballot.

North Richland Hills’ 2nd COVID-19 Death Reported

It is with much sadness that we share the loss of a North Richland Hills resident to COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a man in his 90s with underlying health conditions. Our prayers are with his family and friends during their time of grief.

This is the second death of a North Richland Hills resident from COVID-19. Since the pandemic began, 534 North Richland Hills residents have tested positive for COVID-19 and 246 have since recovered from the virus. In Tarrant County, 27,151 residents have tested positive for COVID-19, with 355 deaths and 13,613 people having recovered so far. School Year to Begin with Online Classes Only

Tarrant County Public Health & Human Services has issued an order requiring all public and non-religious private schools to start the new school year with virtual, online learning only through Sept. 27. This means that school districts will keep buildings closed to students for regular on-campus, face-to-face instruction and activities until after Sept. 27.  View the 07-21-20 order regarding schools.

As of today, 17,334 Tarrant County residents have been confirmed with COVID-19, including 317 residents of North Richland Hills. Of those, Tarrant County reports that 7,730 persons have recovered, including 131 recoveries in NRH. 262 Tarrant County residents have died from COVID-19, including one resident from North Richland Hills. Funding for Nonprofit Organizations

The Tarrant County Commissioners Court has allocated $20 million in Coronavirus Relief Funds (CRF) to assist non-governmental, 501c3 organizations in the provision of services to individuals directly impacted by the COVID-19 pandemic. This program will consider reimbursement of expenses, incurred or anticipated, that are necessary to provide services to aid individuals affected by COVID-19.  Applications will be accepted from Wednesday, July 8 at 10 a.m. through Tuesday, July 21 at 11:59 p.m. Visit ngo.tarrantcounty.com for details and online application.

Statewide Face Covering Requirement, Limit on Size of Gatherings

Governor Greg Abbott today issued an executive order requiring all Texans to wear a face covering over the nose and mouth in public spaces in counties with 20 or more positive COVID-19 cases, with some exceptions. The Governor also issued a proclamation prohibiting gatherings in excess of 10 people, with certain exceptions. View the Governor’s July 2 press release and watch his video statement below.

NRH2O Family Water Park to Close for Remainder of Season

Given the increasing spread of COVID-19 in North Texas, the City of North Richland Hills has made the determination to cancel the remainder of NRH2O’s 2020 operating season effective Tuesday, June 30, 2020, at 6 p.m. This is not a decision that comes lightly and while we are disappointed, we know this is the right decision for the safety of NRH2O’s guests and staff and the health of our community. Since opening in 1995, safety has been the number one priority for NRH2O, and that commitment to safety has been maintained throughout the current operating season.

Moving Forward:

  • All season passes purchased by June 14, 2020, have already been automatically extended for use through the 2021 season and will receive the Entertainment Package ($300 value) valid for the 2021 season. Additionally, all passes purchased June 15, 2020- June 30, 2020, will also be extended for use through the 2021 season and will receive the Entertainment Package ($300 value) valid for the 2021 season.
  • Any day ticket purchased for the 2020 season that has not been used will be valid for the 2021 season or can be refunded via email at info@nrh2o.com.
  • Any seating (cabana, luxury loungers, picnic seating) or groups booked for the 2020 season will be valid for the 2021 season or can be refunded via email at groups@nrh2o.com.

NRH Y'all Wear a MaskStatement from Mayor Trevino

In North Richland Hills, we take care of one another. With COVID-19 cases increasing in our area and across Texas, now is the time to do what we can to help ensure we stay healthy not just for ourselves and our families, but for our neighbors and our community. 

I support Tarrant County’s decision to require masks in local businesses and Governor Abbott’s decision to roll back a portion of the Open Texas plan. The rise in COVID-19 cases and particularly the increase in hospitalizations could jeopardize not only the health of our residents, but our economic health as well.  Wearing a face covering is inconvenient, but if it can reduce the spread of the virus and allow our economy to continue to rebuild, then I see that as a good trade.

It is everyone’s responsibility to help stop the spread of the virus and help protect the health of our community and our economy. The best thing you can do is to wear a mask when you go out and to continue with social distancing and frequent hand washing. Please stay healthy and safe.

Gov. Abbott Rolls Back Portion of Open Texas Plan

In a new executive order released this morning, Gov. Abbott has rolled back a portion of the Open Texas plan, citing “recent substantial increases” in COVID-19 cases, positivity rates and hospitalizations. The order:

  • Re-closes bars at noon today, June 26, except for drive-thru, pickup or delivery options.
  • Reduces dine-in restaurant capacities back to 50% beginning Monday, June 29.

Tarrant County to Require Face Masks in Public Places

All employees and visitors to Tarrant County businesses will be required to wear face masks to help slow the spread of COVID-19. This requirement begins at 6 p.m. Friday and will run through 6 a.m. Aug. 3. County Judge Glen Whitley said the executive order requiring masks in public places is necessary because Tarrant County has seen a 52% increase in new COVID-19 cases, a 67% increase in hospitalizations and a 14% increase in deaths over the past 2 weeks. 

“We believe that masks are our best alternative at this time,” he said, emphasizing that he does not want to return to the restrictions instituted in March.

North Richland Hills’ First COVID-19 Death Reported

It is with much sadness that we share the loss of a North Richland Hills resident to COVID-19. While health privacy limits the details that can be given, we have been informed that this resident was a man in his 40s with underlying health conditions. Our prayers are with his family and friends during their time of grief.

Since the pandemic began, 155 North Richland Hills residents have tested positive for COVID-19 and 76 have since recovered. Now, as we mourn our first loss in NRH, new coronavirus cases and hospitalizations across Tarrant County and Texas are increasing at an alarming pace. In the days ahead, we cannot let our guards down. We need everyone to be vigilant with taking precautions to keep yourself and your families safe. Even if you are young and otherwise healthy, you should take precautions to help protect those around you. Stay home as much as possible and when you must go out wear a face covering, maintain six feet of distancing from others and wash your hands often. We are all in this together and need everyone doing their part to stop the spread.

Coronavirus Cases Increasing in Texas

This week, Governor Abbott provided an update on the increasing spread of COVID-19 and urged all Texans to continue to take precautions. 

"COVID-19 is now spreading at an unacceptable rate in the state of Texas, and it must be corralled," said Governor Abbott. "We have several strategies to reduce the spread without shutting Texas back down, but it is up to all of us to do our part to protect ourselves and others. We need all Texans to follow the safety protocols developed by our team of medical experts, including staying home if you are sick or at risk, sanitizing your hands, social distancing, and wearing face coverings or masks. COVID-19 hasn’t gone away, but neither has our ability to slow the spread of it. Texans have shown that we don’t have to choose between jobs and health—we can have both. We can protect lives while also restoring livelihoods. Together, we will keep Texans safe and we will keep our state open for business."

The Governor discussed several steps the state is taking—including increasing enforcement of health and safety regulations, rapidly increasing testing in hot spots, and working with hospitals throughout the state to ensure they have the ability to treat Texans who test positive for COVID-19. Small Business Assistance Grants

The City of North Richland Hills has been working behind the scenes with the small business community financially impacted by COVID-19. We are excited to announce that $30 million in CARES Act funding has been allocated toward Tarrant County based small businesses that operate outside the City of Fort Worth and have 25 or fewer full time equivalent (FTE) employees. The City is working with the County to distribute these funds through a Small Business Assistance Grant program with the grant amount ranging between $2,500 and $10,000 for qualified businesses. There is only a 10-day application period, which begins on June 22 and ends on July 1, so if you know of an NRH based business that might qualify, please spread the word. The Economic Development Department stands ready to offer assistance in the application process and to answer any questions. Northeast Tarrant Family 4th Event cancelled for 2020

The Northeast Tarrant Chamber of Commerce has shared the following statement regarding cancellation of the Family 4th event: "The COVID-19 pandemic has caused financial hardship in our partner communities and for businesses all over Northeast Tarrant County.  In addition, the pandemic continues to affect Tarrant County residents with infections and deaths.  Due to these unfortunate circumstances, the Northeast Tarrant Family 4th event will not be held for this year.  The Family 4th event is a collaborative event between multiple cities and the Northeast Tarrant Chamber and is one of the best July 4th Independence Day celebrations in Texas.  We hope the event can return next year."

Open Texas Phase 3

Gov. Abbott has announced Phase 3 of his Open Texas plan, which increases occupancy for already opened businesses and allows other entertainment venues to reopen. In his announcement, the governor encourages all individuals to continue taking appropriate safety precautions, including practicing social distancing, wearing masks and continuing with their personal hygiene protocols. Persons 65 and older should stay home as much as possible; and Texans should to continue to avoid visiting assisted living centers, nursing homes and long-term care facilities. All businesses should continue to follow the minimum standard health protocols outlined in the plan. Highlights of Open Texas Phase 3 are listed below.

EFFECTIVE IMMEDIATELY

  • All businesses currently operating at 25% capacity can expand their occupancy to 50%, with certain exceptions.
  • Bars and similar establishments may increase their occupancy to 50% as long as patrons are seated.
  • Restaurants may expand their maximum table size from 6 to 10 persons.
  • Fine arts performance halls and video game facilities may reopen at 50% capacity.

JUNE 12

  • Restaurants may expand their occupancy levels to 75%.

JUNE 19

  • Amusement parks may reopen, at 50% capacity.

Republic Services Update

This will be the final week for Republic Services to make a special Wednesday collection of bulk items, brush and yard waste.  Starting next week, they will go back to collecting all items on your regular collection days.  As a reminder, brush, tree limbs, leaves and other yard waste must be placed in bags or cans or tied in bundles no longer than 4 feet in length weighing no more than 50 pounds. NRH2O Family Water Park to Open on June 15

NRH2O Family Water Park will be opening on Monday, June 15 following the guidelines for water park operations that were released by Governor Abbott’s office. These include updated safety and cleaning protocols, along with new procedures designed to allow our guests and their families to enjoy the water park while still keeping safe and maintaining social distancing. Preparations for opening will take a little bit of time to complete, but we all know NRH2O is well worth the wait. Playgrounds to Reopen on Friday

All NRH park playgrounds will re-open to the public on Friday, May 22, 2020. Please note that playground equipment is not sanitized regularly. Please use proper social distancing, stay at least 6 feet away from those outside of your household and avoid large crowds. It is recommended that you wear a face covering in public and sanitize your hands often. When visiting a park, be prepared by bringing your own water, hand sanitizer, sunscreen, bug spray and wipes or paper towels. Park restrooms and water fountains remain closed.

NRH Centre Update

The NRH Centre will reopen to members on Wednesday, May 20, 2020 with modified operating hours. Staff is ready to welcome you back with a continued focus on safety now including social distancing. While the NRH Centre is not at full service operations yet, staff has been hard at work to incorporate appropriate protocols and safety standards throughout the facility in accordance with state and local protocols, including adhering to the guidelines put in place by the executive order and operating at up to 25% of capacity. Ordinance Revision

Tonight, the City Council revised the ordinance relating to the Declaration of Local Disaster for public health emergency due to the COVID-19 Pandemic to ensure consistency with Governor Abbott’s current and future Executive Orders and his Open Texas Plan. Watch the May 18 meeting online

Open Texas Phase 2

Today, Governor Abbott announced the second phase of his Open Texas plan. Effective May 18 massage and personal care businesses including tattoo and piercing studios, laser hair removal, hair loss treatment, etc. may reopen. Childcare centers and youth clubs such as YMCA and scouts may reopen.  On May 22, restaurants can increase dining room service to 50 percent capacity and bars may reopen with 25% capacity. Bowling alleys, skating rinks, aquariums and zoos may also reopen. On May 31, professional sports can resume without in-person spectators, youth camps can open and youth sports may resume with limitations.  On June 1, school districts can hold summer school if following social distancing guidelines. Under the current orders, interactive amusement venues such as video arcades, amusement parks and water parks remain closed for now. NRH Library Update

The NRH Library has reopened to the public. Currently, hours are Monday-Thursday 10:00 a.m. – 7:00 p.m. and Friday-Saturday 10:00 a.m. – 5:00 p.m. With your safety in mind, please be aware of the following when visiting the Library:

  • Returned books will be quarantined for a minimum of 72 hours before they become available for checkout. Because of this, you may experience longer than usual hold times.
  • We will be increasing our cleaning schedule to sanitize high contact areas frequently.
  • We will also be practicing social distancing of at least 6 ft., so we ask for your patience as we learn how to serve you from a distance. We are 100% self-check at this time.
  • Public computers are not available at this time. We will continue providing curbside side pick-up of print jobs, and our wifi is available.
  • As a courtesy to others, particularly those in high-risk categories, please wear a face covering, practice social distancing, and wash your hands before and after your transactions.
  • We will continue our LibraryExpress curbside pick-up services during Library hours. Once you receive a notification that your item is available, stop by the Library and give us a call for your books to be brought to your car.
  • We will continue to provide virtual classes and events through Facebook, YouTube, and Zoom.

NRH2O Family Water Park Update 

We are preparing for NRH2O Family Water Park to reopen in early to mid-June, however, the timing will be dependent on Governor Abbott’s executive orders and the next phases of his Open Texas plan. Once the Governor gives the go-ahead for amusement and water parks, we will be prepared to implement and follow all of the public health recommendations and protocols that the state requires for us to safely open. Because the opening is later than normal, any passes purchased prior to June 1 will be valid for this year as well as the 2021 season. City Facilities Update

The following city facilities will reopen to the public with normal hours on Monday, May 11:

  • NRH City Hall
  • Municipal Court
  • Animal Adoption & Rescue Center

Online, phone and email services remain available and residents are encouraged to continue to utilize them as much as possible. All visitors are asked to wear a face covering for health and safety while inside our city buildings. To help keep our staff safe, all employees will continue temperature checks at the start of each shift, enhanced sanitation protocols, social distancing and wearing of face coverings. To limit in-person contact and gathering of groups, City Council Meetings, Planning & Zoning Commission Meetings and Municipal Court hearings will continue to be conducted via teleconference until further notice.

The NRH Library will resume curbside pick-up service on May 11 and the building will reopen to the public on May 18.

Parks & Recreation Update

The following parks and recreation facilities and amenities are open or reopening soon:

  • Trails and greenspace within all NRH parks are open.
  • Tennis courts at Northfield, Richfield and Green Valley Parks are open.
  • Tipps Canine Hollow Dog Park is open.
  • Richland Tennis Center opens May 11 (RTC will be closed on Fridays & Sundays)
  • Iron Horse Golf Course driving range opens May 11. (At this time the course and clubhouse are closed for renovations. We anticipate Holes 1-6 and the clubhouse will open June 1.)
  • NRH Centre & Grand Hall open May 20.

Governor Announces Phased Opening for Salons & Gyms

Governor Abbott announced this afternoon that barber shops, hair salons, nail salons and tanning salons may reopen this Friday, May 8 for one-on-one appointments. He strongly recommends that face masks be worn by both the stylist and customer. He also announced that gyms may reopen May 18 with limited 25% capacity, social distancing and other health protocols. Some of the protocols that he mentioned were all equipment must be disinfected after each use, customers are to wear gloves and locker rooms will remain closed. City Council Approves Ordinance to Align with Governor’s Orders

Tonight the City Council adopted an ordinance relating to the Declaration of Local Disaster for public health emergency due to the COVID-19 Pandemic and ensures the city remains consistent with Governor Abbott’s current and future Executive Orders and his Open Texas Plan. Furthermore, the resolution allows for Class C citations for any violations. You can read Ordinance No. 3644 online. Tennis Courts, Dog Park to Reopen on Monday

As part of Phase 1 of Governor Abbott’s Open Texas plan, on Monday, May 4, we will re-open the tennis courts at Northfield Park, Richfield Park and Green Valley Park and Tipps Canine Hollow Dog Park. Playgrounds, pavilions, athletic fields, basketball and volleyball courts, restrooms and water fountains at the parks will remain closed.

Call to NRH Residents: Open Texas Phase 1 begins this Friday May 1st. Governor Abbott’s plan allows restaurants and retail stores to re-open with 25% of maximum occupancy. However, businesses are not required to open. Gyms, bars, hair salons, spas and similar businesses should remain closed to the public until further notice. During this phase, the plan strongly urges people to continue practicing social distancing by maintaining at least 6 feet separation from anyone outside of your household, avoiding large crowds, wearing a cloth mask or face covering whenever you are in public, washing hands frequently and regularly disinfecting frequently touched surfaces. Call to NRH Businesses: Open Texas Phase 1 begins this Friday May 1st. Governor Abbott’s plan allows restaurants and retail stores to re-open with 25 percent of maximum occupancy. Gov. Abbott Announces Plan to Reopen Texas

Gov. Greg Abbott announced today he will let his executive order requiring Texans to stay at home expire on Thursday, April 30 and allow some businesses to partially reopen as soon as Friday, May 1. Stores, restaurants and movie theaters may open on May 1 as long as they maintain only a 25% occupancy and follow social distancing. Depending on the spread of coronavirus in the state over the next two weeks, they could increase to 50% occupancy as early as May 18. Massage parlors, hair salons and barber shops, along with gyms, bars, bowling alleys and arcades, may not open yet. The Governor outlined special guidance for Texans over 65 and detailed a comprehensive mitigation plan for nursing homes in Texas. He urged all Texans to remain committed to safe distancing practices that reduce the spread of COVID-19. View the governor’s announcement. Declaration of Local Disaster Extended

This evening, the NRH City Council extended to April 30, 2020 the seventh amended declaration of local disaster, which was signed by the Mayor last week to add the Governor’s provisions for "Retail-to-Go." They also discussed the governor’s latest order which will go into effect on May 1, 2020. Council Members also approved the City Manager’s recommended temporary pay reduction for all city employees and voted to forgo their pay ($50 per called Council Meeting) through Sept. 30, 2020 due to budget cuts. 10 new COVID-19 cases have been confirmed in NRH this week, for a total of 33 cases since mid-March. Fortunately, 10 of those residents have since recovered. City Manager Announces Budget Cuts

Today North Richland Hills City Manager Mark Hindman announced budget cuts due to economic losses from coronavirus. The city is anticipating a significant shortfall in sales tax and other revenues due to the impact of the coronavirus pandemic. Budget cuts are being made in all operations, including across the board pay cuts for all full-time employees, with non-emergency city operations being closed for 3 days in May to save money. The closure will take place on Fridays, May 1, May 8 and May 15.

“Just like so many families and businesses across the community, we must make difficult decisions and adjust our spending,” said City Manager Mark Hindman. “This is not where any of us expected to be when we developed our 2020 budget plans, but we are facing a challenge unlike any other we have experienced. We must react in a way that continues critical services and does not place additional burden on the taxpayers.”

Retail to go"Retail to Go" Begins on Friday

Starting this Friday, April 24, retail outlets previously deemed “non-essential” and closed will be allowed to reopen under a temporary “Retail-To-Go” model. Customers may purchase items for curbside pickup or delivery, but may not enter the store premises. In-person services such as hair salons, barbers, fitness studios and gyms remain closed at this time under the governor’s statewide order.

With “Retail-To-Go” all payments should be done over the phone or internet if possible, and contact should be minimized if remote payment is not available. Purchased items should be delivered to the backseat or trunk of the customer’s vehicle whenever possible to minimize physical contact with the customer. Employees must wash or sanitize their hands after each interaction with a customer, and whenever possible, must disinfect any item that came into contact with the customer. The customer should wash or sanitize their hands after the transaction. Declaration of Local Disaster Amended

Today Mayor Trevino signed a seventh amended declaration of local disaster, incorporating the latest county and state directives which loosen restrictions on certain elective medical procedures and allow non-essential retailers to operate under a temporary “Retail-To-Go” model starting on Friday, April 24. Under this model, reopened stores are required to deliver items to customer’s cars, homes, or other locations to minimize contact. View the seventh amended declaration

State and national leaders have started talking about the steps for “re-opening” communities and that is good news! However, recommendations are to do this in phases depending on the status of community spread, and we are not there yet. Stay at home orders remain in place as the number of coronavirus cases continue to rise. As of today’s update, Tarrant County is still experiencing substantial community spread. There have been 1,175 cases of COVID-19 confirmed in Tarrant County, including 21 in North Richland Hills. NRH residents account for 5 of the 187 recoveries countywide. Governor Abbott Issues New Executive Orders

Governor Greg Abbott today announced the establishment of a task force that will advise him on safely and strategically reopening the state of Texas. He also announced that select activities and services that pose minimal to no threat of spreading COVID-19 will be allowed to reopen using a "Retail-To-Go" model, certain restrictions on surgeries have been loosened, and schools will remain closed for the remainder of the 2019-2020 academic year. NRH Parks Closed Easter Weekend

In order to maintain social distancing requirements necessary in the battle against COVID-19, and to be consistent with the guidelines set forth by the Centers for Disease Control and Prevention to minimize in person contact, the City of North Richland Hills is closing all parks to the public from 8:00 a.m. Friday, April 10 until 8:00 a.m. Monday, April 13. The weekend of Easter is typically a high use time for our parks with picnics, egg hunts, parties and other group activities that are contrary to our stay at home and social distancing efforts. The trails will remain open for use with individuals maintaining adequate social distance.

There is no doubt; the NRH community is truly incredible. Many of you have reached out wanting to support us with food or supply donations to keep our staff encouraged and safe. However, out of an abundance of caution, to protect both our personnel and the public we serve, we are temporarily ceasing the acceptance of open container food and meals. We know that these gifts come from the heart, and we do not make this decision lightly. Many of you find positivity through giving and helping others, so we want to share what we can accept during this time. Any sealed, pre-packaged food and drinks will be accepted, as well as Personal Protective Equipment, hand sanitizer, thermometers, and cleaning/sanitizing supplies. Also, consider supporting our local businesses and charity groups. We have many outlets directly in NRH that are working hard to help give back to those in the community who need it during these difficult times. We have already received some very generous donations of masks (yes, we will accept homemade masks), thermometers, sanitizers, and want to thank you again for your gifts and support. NRH Business Partners with National Guard to Increase Facemask Production

NRH Library Making Protective Gear

The NRH Library is putting its 3D printers to good use making protective face shields for our first responders and other city employees who continue to serve our community during this pandemic. Library staff spent the last week working on prototypes, and today the Fire Department selected one for the Library to produce. The selected prototype is made using already available materials. The Library is able to produce between 18-21 face shields per day.

Cancel Holiday Gatherings

We understand that holidays are usually spent together with extended family, but this year we’re asking you to PLEASE STAY HOME during Passover and Easter. Right now, the only people you should be spending time with are the people who live with you in your house. Attend religious services online and set up a virtual family hangout so you can enjoy a meal together, but separately. Temporary Change to RV Ordinance

To assist our healthcare professionals, first responders and other essential workers, a section of city’s RV parking ordinance is being waived for the duration of our declaration of local health emergency, which is currently through April 30. This temporary change allows an essential worker who chooses to isolate from their family due to risk of COVID-19 exposure to occupy an RV in their driveway. The RV must be completely on the driveway, not on the grass or street, and cannot extend into or block a street, alley or sidewalk. Arrangements must be made to properly dispose of solid waste and sewage from the RV. Such disposal cannot be into our creeks, waterways or storm drains. A permit is not required to occupy an RV during this temporary period, however these rules may change if the city deems it necessary.

Personal Protective Equipment Policy

While our primary goal remains to maintain the safety of our community, we have decided, out of an abundance of caution, to implement the policy of wearing Personal Protective Equipment (PPE) on any contact with members of our community. This procedural change applies to many departments that serve face to face operations in the city, including public safety, building inspectors, fire marshals, and code officers. This decision was made to protect not only our front line responders and their families, but the public we serve as well. Update from Republic Waste: Bulk & Limb Collections

Beginning next week, Republic Services resumes collection of bulky household items and bundled tree limbs with a special pickup each Wednesday throughout the city. However, they will not be picking up bagged grass or leaves at this time. We anticipate collection of bagged yard waste to resume in the near future.

Please place bulky items and bundled tree limbs out for collection only on Wednesdays. Bulky items over 50 pounds will not be collected. If you have bulky items that can wait for collection, please do not set them out during this time. Be mindful that Republic is being strained by staff shortages and we do not want to overwhelm this essential service.

On your normal collection days, crews will continue to focus on regular household waste. Please bag and tie all household waste to keep crews safe. Place bagged household trash in a separate pile from bagged yard waste, since crews are unable to collect all the yard waste at this time.  

Republic has made these changes in their service delivery due to the increase in trash quantities, as well as a decrease in staff. With families at home practicing social distancing, there has been a 40% increase in household trash volumes. We appreciate your patience and understanding as we work through this crisis together. Our goal, as well as Republic’s, is to get back to normal operations as soon as possible.

Governor Abbott Issues New Executive Order

This afternoon Gov. Greg Abbott issued a new Executive Order relating to activities during the COVID-19 disaster. The new statewide order goes into effect at 12:01 a.m. Thursday, April 2, and extends through Thursday, April 30, 2020. Many of the items in the statewide order are already in place in our community, per the local disaster declarations approved by Tarrant County and the City of North Richland Hills earlier this month. We’ve heard from several of you today that there were lots of folks at the big box stores in NRH over the weekend. So we are urging everyone, before you leave home again, ask yourself “Is this trip really essential?” Staying home now will help return our community to normal as quickly as possible. You should only leave the house to:

  • Buy food and essential supplies;
  • Go to the doctor or pharmacy;
  • Exercises outside;
  • Take care of a loved one in their home;
  • Go to an essential job.

There are now three cases of COVID-19 confirmed by Tarrant County Public Health in North Richland Hills and 100 in Tarrant County. Together we must continue to do our part to protect our community and slow the spread. Tarrant County Issues Stay at Home Order

Tarrant County this morning issued a “Stay At Home” order, asking residents to leave their homes only for essential activities like shopping for food, going to work and engaging in outdoor activities with safe distancing from others. The order closes non-essential businesses to the public, though staff members are allowed to maintain basic operations. Also prohibited are public and private gatherings occurring outside a single household; in-person religious worship services, though staff can be on site to produce, record or stream services to viewers at home; elective medical, surgical and dental procedures; and visits to nursing homes, retirement and long-term care facilities with the exception of providing critical assistance or end-of-life visitation. May 2 Election Postponed

Due to the coronavirus pandemic and state and local emergency declarations put in place to help stop the spread of the disease, the North Richland Hills City Council voted to postpone the May 2, 2020 Special Election for street improvements. The election will move to the next uniform election date, occurring on November 3, 2020, unless an earlier date occurring after May 2 is authorized by the governor. Republic Waste Temporarily Suspends Bulk & Brush Collections

Republic Services would like to thank our residents for their patience and understanding while crews work diligently to collect the additional curbside trash generated with so many families practicing social distancing at home. Due to a reduced workforce and increasing curbside set-outs, until further notice Republic Services will no longer be collecting bulk, brush and limb debris curbside. Instead crews will continue to focus on the increased residential volume to keep our curbs clean.  During this time we would like to remind our residents to please bag and tie trash before you place it in your can to keep crews safe while handling household wastes. Recycle can still go loosely in the recycle cart, since it is collected by a mechanical truck and the trash crews do not come in contact with what is inside the recycle cart. The City of North Richland Hills is in constant communication with Republic Services and we will continue to keep our residents updated on any impacts to curbside collection services throughout the pandemic. This evening the North Richland Hills City Council approved a second amendment to the city’s disaster declaration which is effective at 11:59 p.m. on March 23, 2020. The amendment incorporated language from the county’s latest declaration, as well as other additions to clarify restrictions for local North Richland Hills businesses. March 21, 2020 Update

Tarrant County Restrictions Amended 

Tarrant County has amended its disaster restrictions, effective at 6 p.m. on March 21, 2020. The amendment added that all in-person worship services are no longer permitted and added hair salons, barber shops, nail salons, spa and related personal care businesses to the list of non-essential retail establishments that are closed. Refer to the county’s Disaster Restrictions Chart for a full list of current restrictions.

With restaurants now limited to providing only take out, delivery or drive-through services, please consider supporting our local NRH businesses if you are going to order take out. North Richland Hills is home to over 140 dining establishments that offer a variety of cuisines. Our NRH Dining Guide lists them all, with phone numbers and website addresses, in addition to whether the establishment normally delivers or provides take out. Given the current situation, however, the delivery and take out columns may not be up to date. So if in doubt, please give them a call or check their website. March 20, 2020 Update

Declaration of Local Disaster Continued & Amended 

This morning the North Richland Hills City Council held a special meeting to amend the Declaration of Local Disaster issued by the Mayor, and extended it for not more than 60 days. It mirrors restrictions enacted earlier this week by Tarrant County for restaurants and businesses and adds other provisions for city facilities and gatherings of people consistent with the Executive Order issued by the Governor on March 19, 2020. This includes: 

  • Closure of Tipps Canine Hollow Dog Park, all playgrounds, pavilions and restroom facilities located at City parks, and Iron Horse Golf Course, effective at 11:59 p.m. on March 20, 2020 until further notice. The following facilities also remain closed to the public until further notice: NRH City Hall, Library, NRH Centre and Grand Hall, Senior Center, Animal Adoption & Rescue Center, Richland Tennis Center and NRH athletic fields. As a reminder, city services remain available online and by phone and public safety services continue without interruption. 
  • Limits the size of gatherings to no more than 10 people and mandates the cancellation of all such gatherings of more than 10 people.
  • Restaurants may only provide take out, delivery, drive-in or drive-through services.
  • Closure of bars, lounges, or taverns; amusement and entertainment venues or uses; theaters; gyms and private clubs. 
  • Limits the occupancy of event centers, hotel meeting spaces and ballrooms, retail sales and services, convenience stores, plazas, places of worship and malls to 50% occupancy as set forth on the business’ certificate of occupancy or 125 individuals, whichever is less. This 50% occupancy limit does not apply to any business not listed above, including office buildings, government buildings, critical infrastructure such as transit facilities, residential buildings, grocery stores, manufacturing and industrial locations, non-profit service providers, homeless and emergency shelters, day cares, and medical facilities.
  • Sets forth strong recommendations for the purpose of mitigating the spread of COVID-19.

First Positive Coronavirus Cases in NRH Announced

Tarrant County Public Health issued a press release this afternoon regarding positive cases of coronavirus, including 2 in North Richland Hills. The City of North Richland Hills reminds everyone to continue to follow basic preventive measures to protect from COVID-19 and other respiratory viruses. These include:

  • Limit contact with others as much as possible through social distancing.
  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick. If you have trouble breathing, or a persistent fever, call your primary care provider.
  • Cover your cough or sneeze with a tissue or your sleeve.
  • Frequently clean and disinfect touched objects and surfaces.

We’d like to take a moment to thank you for all of your adaptability and patience during this evolving situation. We know that it can be confusing having our current services change so frequently, so we wanted to send a comprehensive list of all of the current changes.

  • The Library is closed until April 1, 2020.
  • Curbside pickup is no longer available.
  • As of 9:00 a.m. March 18, our book drop is now closed.
  • Please do not return any Library materials at this time. We are working to extend all current due dates, including interlibrary loans.

Message regarding Trash Service

The City of North Richland Hills and Republic Waste Services are asking residents to make sure that all household trash is bagged and tied before placing it in your trash can or on the curb. Doing this helps to protect our trash collectors from the spread of germs and also keeps litter out of our neighborhoods. Since recyclables are collected by an automated truck, they do not need to be bagged and you can continue placing directly into your recycling cart. As trash and recycling service continues, Republic Waste is committed to the safety of our community and their employees and appreciates your cooperation.

Declaration of Disaster

This evening, North Richland Hills Mayor Oscar Trevino signed a Declaration of Local Disaster for public health emergency to minimize the potential impact of COVID-19 (Coronavirus) in our community. The declaration enables the City of North Richland Hills to become eligible to seek emergency assistance if needed in response to impacts of the global outbreak of COVID-19. There are no reports of coronavirus in North Richland Hills currently and we are making every effort to keep it that way. The declaration of disaster will last for the next seven days unless otherwise extended by the City Council.

Both President Donald Trump and Governor Greg Abbott issued National and State emergency declarations earlier today allowing federal and state assistance to areas affected by COVID-19 as it continues to impact the United States. Tarrant County Judge Glen Whitley has also signed a declaration of local disaster due to a public health emergency.  A public health emergency declaration assists federal, state and local government in securing supplies, equipment, and funding to respond to and recover from emergencies.

After an extensive review of all city operations and in accordance with recommendations by Tarrant County Public Health Department issued March 13, 2020, the following City of North Richland Hills facilities are closed to the public effective at the close of business on Friday, March 13 and will remain closed until April 1, 2020. While North Texans remain at low risk for the novel coronavirus (also known as COVID-19), health officials recommend everyday preventive actions to stop the spread of germs and stay healthy. 

Coronaviruses are a large family of viruses that cause illness ranging from the common cold to more severe diseases such as Severe Acute Respiratory Syndrome. A novel coronavirus is a new strain that has not been previously identified in humans. At this time, CDC believes that symptoms of COVID‑19 may appear in as few as 2 days or as long as 14 days after exposure. Patients with COVID‑19 have reportedly had mild to severe respiratory illness. Symptoms can include fever, cough and shortness of breath.

The best way to prevent the spread of respiratory viruses, including coronavirus and influenza, is to practice everyday preventive actions:

  • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing or sneezing. If soap and water are not available, use an alcohol-based hand sanitizer with at least 60 percent alcohol.
  • Avoid touching your eyes, nose and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
